Professional Background
Robert J. Passerello is a Legal Institutional Capacity Building subject matter expert and retired U.S. Navy Captain with over 25 years of experience in national security law. Robert is currently an Associate Professor at the U.S. Naval War College where he is responsible for educating Navy Fleet Headquarters staff on the law of armed conflict, international law, and national policy, as well as contingency and crisis planning. His service in the U.S. Navy culminated in his time as Chief Operations Officer for the Navy JAG Corps, overseeing community-wide global operations, personnel policy, budget, and information technology.
